You need to understand what “deem and pass” means, and why it is so hideous in this particular case. Here’s a very clear explanation. This sly rule has never been used to amend a law that doesn’t exist yet. Never in conjunction with reconciliation. It also has never been used to avoid the normal rules in regard to a policy change this huge.
“The tactic serves two purposes. It keeps House Democrats who dislike the Senate bill from having to vote on it, and it potentially solves the problem of making changes to the Senate bill without needing 60 votes to pass.”
This means, the issues are 1) accountability, and 2) abuse of power. These should be understood in the proper order: The left wishes to work outside the rules and not be held accountable for it. In other word, the Left wants to cheat and get away with it.
They think they may get away with since, without a true “roll call” vote, their names will not be registered in support of it. Thus they can say during their campaigns this fall that they didn’t vote for that big nasty bill. This will be technically true but a rank scam. Here’s how voters should handle it this fall:
Any Representative who does not openly disavow the entire Health Care Bill and the subversive tactics in print or video, and clearly and openly make this rejection of the Bill available on their website and/or mailing list and any other outlet they can, should be viewed by their constituents as having supported it fully. Constituents should vote against these cowards and cheats unequivocally, regardless of whether they are Democrat or Republican or Independent. Anyone not willing to speak out in derision and contempt of this Bill and its process should no longer and never again sit as a representative for a people who wants neither the Bill itself nor the lying, cheating, coercive measures used to impose it.
